Dourine Act, 1910 Section 4

Title: Appointment of Inspectors and Veterinary Practitioners

(1) The State Government may, by notification as aforesaid, appoint any persons it thinks fit to be inspectors, and any qualified veterinary surgeons to be veterinary practitioners, under this Act, and to exercise and perform, within any area prescribed by the notification, the powers conferred and duties imposed by this Act upon such officers respectively. (2) Every person so appointed shall be deemed to be a public servant within the meaning of the Indian Penal Code.

Captive generation (1) Notwithstanding anything contained in this Act, a person may construct, maintain or operate a captive generating plant and dedicated transmission lines: PROVIDED that the supply of electricity from the captive generating plant through the grid shall be regulated in the same manner as the generating station of a generating company. (3) Where the State Government issues any notice under sub- section ( 1 ) requiring the licensee to deliver on a date specified in the notice the undertaking to the designated purchaser pending the determination and payment of the amount payable for the undertaking: Provided that in any such case the purchaser shall pay to the licensee, interest at the Reserve Bank rate ruling at the time of delivery of the undertaking plus one per cent on the amount payable for the undertaking for the period from the date of delivery of the undertaking to the date of payment of the amount payable."
