Title: Inspector-general and Deputy Inspector-general

(1) For the direction and supervision of the Police Force, the Government shall appoint an Inspector-General of Police who shall subject to the control of the State Government exercise such powers and perform such functions and duties and shall have such responsibilities and such authority as may be provided by or under this Act. (2) (a) The Government may appoint such number of Deputy Inspectors-General as it may deem fit. (b) The Government may direct that any of the powers, functions, duties and responsibilities and authority of the Inspector-General may be exercised, performed or discharged, by a Deputy Inspector-General. (c) The Government may also by a general or special order direct that the Deputy Inspector-General shall assist and aid the Inspector-General in the performance, exercise and discharge of his powers, functions, duties, responsibilities and authority in such manner and to such extent as may be specified in the order.

.....as admitted for registration; (d) The registering officer shall cause a copy so prepared to be filed, in accordance with the provisions of this Act and such rules as may be prescribed; (e) The true copy of the map or plan if any, mentioned in section 21 may also be filed along with the photocopy of the document or filed separately, in such manner as the Inspector General may direct. {In the town and suburbs of Calcutta, the administration of the Police vests in the "Commissioner of Police,', see section 3 of the Calcutta Police Act, 1866 (Ben.4 of 1866)} The administration of the police throughout a general police- district shall be vested in an officer to be styled the Inspector-General of Police, and in such Deputy Inspectors-General and Assistant Inspectors-General as to the State Government shall seem fit. The administration of the police throughout the local jurisdiction of the Magistrate of the district shall, under the general control and direction of such Magistrate, be vested in a District Superintendent and such Assistant District Superintendents as the State Government shall consider necessary. {The last sentence "The Inspector-General and other officers above mentioned shall from time to time be appointed by the Local Government, and may be removed by the same authority " omitted by the A.O.1937.}

Title: Inspector-general May Call for Returns

The Inspector-General may, subject to the rules and orders of the Government, call for such returns, reports and statements on subjects connected with the suppression of crime, the maintenance of order and performance of their duties as his subordinates may be able to furnish to him. The Inspector-General shall communicate to the District Magistrate any general orders issued by him for the purpose aforesaid or in consequence of the information furnished to him and also any orders, which the Government may direct.

Title: Punishment of Persons of or Below the Rank of Commandant by Inspectors-general and Others

.....Deputy Inspector-General may, in the prescribed manner, proceed against a person of or below the rank of Subedar-Major who is charged with an offence under this Act and award one or more of the following punishments, that is to say, (a) forfeiture of seniority, or in the case of any of them whose promotion depends upon the length of service, forfeiture of service for the purpose of promotion for a period not exceeding one year, but subject to the right of the accused previous to the award to elect to be tried by a Force Court; (b) severe reprimand or reprimand; (c) deduction from pay and allowances of any sum required to make good any proved loss or damage occasioned by the offence of which he is convicted. (3) An officer not below the rank of Commandant may, in the prescribed manner, proceed against a person of or below the rank of Subedar-Major who is charged with an offence under this Act and award one or more of the following punishments, that is to say, (a) severe reprimand or reprimand; (b) deduction from pay and allowances of any sum required to make good any proved loss or damage occasioned by the offence of which he is convicted.

Title: Power of Inspector-general to Make Rules

The Inspector-General of Police may, from time to time subject to the approval of the State Government, frame such order and rules as he shall deem expedient relative to the organization classification and distribution of the police-force, the places at which the members of the force shall reside, and the particular services to be performed by them; their inspection, the description of arms accoutrements and other necessaries to be furnished to them; the collecting and communicating by them of intelligence and information; and all such other orders and rules relative to the police-force as the Inspector-General shall, from time to time, deem expedient of preventing abuse or neglect of duty, and for rendering such force efficient in the discharge of its duties.
