(2) If any question arises whether any movement or activity falls within the scope of this Act, the decision of the Executive Committee shall be final. (3) The Syiem or Acting Syiem or Deputy Syiem shall not canvas or otherwise interfere or use his influence in connection with or take part in an election to any Legislature, District Council or Local authority. Provided that: (i) The Syiem or Acting Syiem or Deputy Syiem qualified to vote at such election may exercise his right to vote, but where he does so, he shall give no indication of the manner in which he proposes to vote or has voted. (ii) The Syiem or Acting Syiem or Deputy Syiem shall not be deemed to have contravened the provisions of this Act by reason only that he assists in the conduct of an election in due performance of a duty imposed on him or under any law for the time being in force; and (iii) The display by a Syiem or Acting Syiem or Deputy Syiem of any election symbol on his person or vehicle, shall amount to using his influence in connection with an election within the meaning of this sub-section. 14......

The Rajghat Dam Project, as then envisaged, was intended to be a project for providing irrigation facilities only. It has since been decided that generation of power should also form an integral part of the project. It is, therefore, proposed to amend the Act to alter the composition of the Board so as to include therein the Union and the Madhya Pradesh and Uttar Pradesh Ministers in charge of Power and amplify the functions of the Board so as to include within the Rajghat Dam Project generation of power also. 2. Preamble Whereas it expedient to provide for better regulation of buying and selling of agricultural produce in the State of Assam and stablishment of regulated markets for agricultural produce; And whereas the previous sanction of the President of India under the provision of Article 304(b) of the Constitution of India has been obtained for the introduction of the Bill in the Legislative Assembly; It is hereby enacted in the Twenty-third year of Republic of India as follows :- CHAPTER I Preliminary Short title extendand commencement 1.
