General Clauses Act 1897 Section 13

Title: Gender and Number

In all1[Central Acts] and Regulations, unless there is anything repugnant in the subject or context,-- (1) words importing the masculine gender shall be taken to include females; and (2) words in the singular shall include the plural, and vice versa. ________________________ 1. Bombay General Clauses Act, 1904, (Maharashtra) Section 13

In all Bombay Acts 1[or Maharashtra Acts], unless there is anything repugnant in the subject or context, - (a) words importing the masculine gender shall be taken to include females; and (b) words in the singular shall include the plural, and vice versa. .....indicators to evaluate the functioning of the Police Service. These indicators shall, inter alia, include operational efficiency, public satisfaction, victim satisfaction visavis Police investigation and response, accountability, optimum utilization of resources, and observance of human rights standards and (d) review and evaluate organizational performance of the Police Service in the state as a whole as well as district-wise against (i) the Annual Plan, (ii) performance indicators as identified and laid down, and (iii) resources available with and constraints of the police. (2) Till such time an appropriate law is made on the subject, the State Police Board shall also function as the State Vigilance Commission and perform the same functions in respect of the Sikkim Vigilance Police as are performed by the State Police Board in respect of the State Police, with Director Vigilance acting as the Member Secretary, who shall be an officer not below the rank of Inspector General of Police. (4) The State shall ensure that a satisfactory Rehabilitation Programme is in position before taking action on this.
