REGISTRATION FO FOREIGNERS ACT, 19391 [Act, No. 16 of 1939] [8th April, 1939] PREAMBLE An Act to provide for the registration-of foreigners in2[India]. WHEREAS it is expedient to provide for the registration of foreigners entering, being present in, and departing from, [India]; It is hereby enacted as follows:- ________________________ 1. Extended to Pondicherry by G.S.A. 155, dated 24th November, 1962, Gazette of India, Pt. II, section 3 (i) p. 1886. 2. Substituted by Act 37 of 1949, section 2, for "the Provisions of India".

.....purpose or a work of public utility and declared as such by the Chief Commissioner or acquired under the Land Acquisition Act, 1894, or any other enactment other than this Act, relating to acquisition of land for a public purpose. (3) It shall come into force at once. (4) The declaration of the Chief Commissioner under clause (c) of sub-section (2) shall be conclusive evidence that the land is held and occupied for a public purpose or a work of public utility. Section2 Repeal (1) The following Acts, in so far as they apply to areas to which this Act extends, are hereby repealed (i) the Punjab Tenancy Act, 1887, as modified by Punjab Act No. 9 of 1939; (ii) the Agra Tenancy Act, 1901; (iii) the Punjab Tenants (Security of Tenure) Act, 1950. (iv) the Punjab Land Revenue Act, 1887, in so far as its provisions are inconsistent with this Act. (v) the U.P. Land Revenue Act, 1901, in so far as its provisions are inconsistent with this Act, and (vi) so much of any other law or of any rule having the force of law for the time being in force as is inconsistent with the provisions of this Act. STATEMENT OF OBJECTS AND REASONS OF THE BILL (Amending Act--Assam Act No. X of 1997) For removal of difficulties in implementing some of the provisions of the Assam Panchayat Act, 1994 and to make the functioning of the Panchayats more effective in Assam, it was felt expedient to constitute a High Power Committee to examine the provisions of the existing State Panchayat Act and Rules made thereunder and to recommend amendment including interim recommendations in respect of provisions relating to delimitation of Zilla Parishad constituencies. Accordingly, a High Power Committee was constituted vide this Department's Notification No. PDA. 208/96/4, dated 6th September 1996.
