(k) "President" means the President of the Board; (l) "Primary Education" means education imparted in a primary school as defined in any Bengal Act or West Bengal Act or education equivalent thereto; (m) "recognised" with its grammatical variations, used with reference to a Madrasah, means recognised under this Act or by the West Bengal Madrasah Education Board constituted by the State Government before the commencement of this Act; (n) "regulation" means a regulation made by the Board under this Act; (o) "rule" means a rule made by the State Government under this Act; (p) "Senior Madrasah" means a Madrasah where the Senior Madrasah Education System is followed. CHAPTER 2 The Board Section 3 Establishment and incorporation of the Board (1) The State Government shall, as soon as may be after this Act comes into force, establish a Board to be called the West Bengal Board of Madrasah Education. (2) The Board shall be a body corporate with perpetual succession and a common seal, shall be entitled to acquire, hold and dispose of property, to enter into contracts and to do all other things necessary for the purposes of this Act, and shall by its name sue and be sued. .....

Preamble. "€W HEREAS , it is considered necessary to establish and incorporate a University in the name of the illustrious Indian Philosopher and Saint Jagadguru Sree Adi Sankaracharya in his place of birth for the promotion and development of the study of the Sanskrit, Indology, Indian Philosophy and Indian languages. B E it enacted in the Forty-fifth year of the Republic of India as follows: "€ C HAPTER I PRELIMINARY 1. Short title and commencement. .....such time as he may appoint. If such work is not executed within such period he may appoint some other person to execute the work or do the act immediately. (2) The Deputy Commissioner shall forthwith report to the Government every case in which he uses the powers conferred on him under sub-section (1) whereupon the Government may pass such order as it may deem fit. (3) Where any person is appointed under sub-section (1), the Deputy Commissioner may direct that the expense of performing the duty, executing the work or doing the act, together with reasonable remuneration, if any, to the person so appointed, shall forthwith be paid by the Nagar Panchayat or by the Council. (4) Where such expense and remuneration are not so paid, the Deputy Commissioner may make an order directing the person having the custody of the balance of the Municipal Fund to pay the expense and remuneration, or so much thereof as is possible from the balance, in priority to any or all other charge, and such person shall make payment accordingly.
