.....the said Areas NOW, THEREFORE, in exercise of the powers conferred by sub-paragraph (2) of paragraph 5 of the Fifth Schedule to the Constitution of India, the Governor of Bombay is, with the assent of the President, hereby pleased to make the following Regulation, namely :- 1 Short title, extent and commencement - (1) This Regulation may be called the Bombay Seals Act (Application to Scheduled Areas) Regulation, 1951. (2) It extends to the Scheduled Areas specified in the Schedule annexed hereto. (3) It shall come into force at once. 2. Application of Bom. XXII of 1949, to Scheduled Areas. - Sections 3 and 4 of the Bombay Seals Act, 1949, shall apply to the areas specified in the Schedule annexed hereto. Maharashtra State Acts

.....the 1 [Superintendent], or any Magistrate, 2 [* * * * * *] specially empowered in this behalf by the State Government, may, at any time by a written order signed by himself and sealed, with his owned seal appoint any able-bodied male person between the ages of 18 and 50, whom he considers fit to be a special Police Officer to assist the Police Force on any occasion, when he has reason to apprehend the occurrence of any riot or grave disturbance of the peace within the limit of his charge and he is of opinion that the ordinary Police Force is not sufficient for the protection of the inhabitants and for the security of property. (2) Every special Police officer so appointed shall on appointment-- (a) receive a certificate in a form approved by the State Government in this behalf, (b) have the same powers, privileges and immunities and be liable to the same duties and responsibilities and be subject to the same authorities as an ordinary Police officer. ___________________ 1. THE MADRAS HINDU RELIGIOUS AND CHARITABLE ENDOWMENTS ACT, 1951[1] THE MADRAS HINDU RELIGIOUS AND CHARITABLE ENDOWMENTS ACT, 1951 [1] MADRAS ACT No. XIX OF 1951 An Act to provide for the btter administration and governance of Hindu Religious and Charitable Institutions and Endowments in the State of Madras Whereas it is expedient to amend and consolidate the law relating to the administration and governance of Hindu religious and Charitable Institutions and Endowments in the State of Madras; It is hereby enacted as follows:- CHAPTER I PRELIMINARY 1. Short title, extent, application and commencement.-(1) This Act may be called the Madras Hindu Religious and Charitable Endowments Act, 1951. (2) It extends to the whole of the State of Madras and applies to all Hindu public religious institutions and endowments, including the Tirumalai Tirupati Devasthanams and the endowments thereof. .....three non -official, two members of parlament and the Presi- dent, New Delhi Municipal Committee as exofficio member, was constituted under this act. Section 4(l)(d) of the Act provides that there shall be on the Committee two members of Parliament to be nomi nated by the Speaker. It is desirable that the representives of Parliament instead of being nominated should he elected by the t^o Houses. In order to conform to the existing convention of parliamentary representation on statutory commiltees is the ratio of 2 : I for the House of the People and the Council of States, the number of representatives (ifParlianiciit on the Committee is proposed to be increased from two to three. As this would raise the strength of the Committee to an even number (ten.) it is proposed to increase the non-official representation also by one. The existing Act contains no provision for determining the tenure of members of Parliament serving on the Com- mittee. It is, therefore, proposed to specify that the members of Parliament, elected on this Committee, shall serve on the Committee only so long as they continue to be inembers of Parliament.
