Goa Appropriation (Vote on Account) Act, 2003 Complete Act

.....BE it enacted by the Legislative Assembly of Goa in the Fifty-Fourth year of the Republic of India, as follows SECTION 01: SHORT TITLE This Act may be called the Goa Appropriation (Vote on Account) Act, 2003. SECTION 02: WITHDRAWAL OF RS. 5,25,96,77,000/- FROM AND OUT OF THE CONSOLIDATED FUND OF THE STATE OF GOA FOR THE FINANCIAL YEAR 2003-04 From and out of the Consolidated Fund of the State of Goa, there may be paid and applied sums not exceeding those specified in column (5) of the Schedule amounting in the aggregate to the sums of five hundred twenty five crores ninety six lakhs and seventy seven thousand rupees towards defraying the several charges which will come in the course of payment during the financial year 2003-04 in respect of the services and purposes specified in column (2) of the Schedule. SECTION 03: APPROPRIATION The sums deemed to have been authorised to be paid from and out of the Consolidated Fund of the State of Goa under this Act, shall be deemed to have been appropriated for the services and purposes expressed in the schedule in relation to the said financial year. SECTION 02: WITHDRAWAL OF RS. 1,36,94,06,80,000/- OUT OF THE CONSOLIDATED FUND OF THE STATE FOR THE FINANCIAL YEAR 2003-2004 From and out of the Consolidated Fund of the State, there may be paid and applied sums not exceeding those specified in column (4) of the schedule hereto annexed amounting in aggregate to the sum thirteen thousand six hundred ninety-four crores, six lakhs, eighty thousand rupees towards defraying the several charges which will come in course of payment during the year ending on the Thirty-first day of March 2004, in respect of the services and purposes specified in column (2) of the schedule. SECTION 03: APPROPRIATION The sums authorised to be paid and applied from and out of the Consolidated Fund of the State by this Act shall be appropriated for the services and purposes expressed in the schedule in relation to the year ending on the Thirty-first day of March 2004. ELECTRICITY ACT, 2003 ELECTRICITY ACT, 2003 An Act to consolidate the laws relating to generation, transmission, distribution, trading and use of electricity and generally for taking measures conducive to development of electricity industry, promoting competition therein, protecting interest of consumers and supply of electricity to all areas, rationalisation of electricity tariff, ensuring transparent policies regarding subsidies, promotion of efficient and environmentally benign policies, constitution of Central Electricity Authority, Regulatory Commissions and establishment of Appellate Tribunal and for matters connected therewith or incidental thereto. .....scheme for the development of any river in any region is in operation, the State Government and the generating company shall co-ordinate their activities with the activities of the person responsible for such scheme in so far as they are inter-related. 9. (1) Notwithstanding anything contained in this Act, a person may construct, maintain or operate a captive generating plant and dedicated transmission lines: Provided that the supply of electricity from the captive generating plant through the grid shall be regulated in the same manner as the generating station of a generating company. Electricity Act, 2003 Section 92

Title: Proceedings of Appropriate Commission

(1) The Appropriate Commission shall meet at the head office or any other place at such time as the Chairperson may direct, and shall observe such rules of procedure in regard to the transaction of business at its meetings (including the quorum at its meetings) as it may specify. (2) The Chairperson, or if he is unable to attend a meeting of the Appropriate Commission, any other Member nominated by the Chairperson in this behalf and, in the absence of such nomination or where there is no Chairperson, any Member chosen by the Members present from amongst themselves, shall preside at the meeting. (3) All questions which come up before any meeting of the Appropriate Commission shall be decided by a majority of votes of the Members present and voting, and in the event of an equality of votes, the Chairperson or in his absence, the person presiding shall have a second or casting vote. (4) Save as otherwise provided in sub-section (3), every Member shall have one vote. (5) All orders and decisions of the Appropriate Commission shall be authenticated by its Secretary or any other officer of the Commission duly authorised by the Chairperson in this behalf.
