.....to any of the categories specified in sub-section (2) of section 4 is adversely affected, on account of non-compliance with the provisions of this Act or the Rules made thereunder or the Government orders in this behalf, by any appointing authority, it may call for such records and pass such appropriate order as deemed fit. SECTION 10: REPRESENTATION IN SELECTION COMMITTEE (1) The Government may, by order, provide for nomination of officers belonging to Scheduled Castes, Scheduled Tribes and Other Backward Classes in the selections, screening and departmental promotion committee for the purpose of selecting persons for appointment or promotions, as the case may be, to public services and posts. (2) The Government may, by order, grant such concession in respect of fees for any competitive examination or such other similar examinations or interviews, and relaxation in upper age limit as it may be consider necessary in favour of the categories of persons specified in sub-section (2) of section 4. (3) The Government orders in force on the date of commencement of this Act, in respect of concessions and relaxation including concession in fees for any competitive examinations or such.....

Notwithstanding anything contained in any judgement, decree or order of any court or other authority having regard to the serious handicap suffered by rural candidates who have studied in rural schools as compared to those who have studied in urban schools and the inadequate representation of rural candidates in the civil services of the State, twenty-five percent of the vacancies earmarked for direct recruitment in each of the categories of General Merit, the Scheduled Castes and Schedule Tribes and in each of the categories of the Other Backward Classes shall be reserved for rural candidates: Provided that in the case of a rural candidate belonging to general merit or the other backward classes except category I, concept of creamy layer as may be applicable as per the orders of the Government with regard to reservation issued under clause (4) of Article 16 of the Constitution shall apply mutatis mutandis.

Newspaper (Price and Page) Act, 1956 Complete Act

.....newspaper shall be published or sold in the territories to which this Act extends in contravention of any of the provisions of an order made under section 3- SECTION 05: RETURNS TO BE FURNISHED BY NEWSPAPERS For the purpose of verifying whether an order made under section 3-is being complied with or not, the Press Registrar appointed under the Press and Registration of Books Act, 1867, may, from time to time, direct the publisher of any newspaper to which such an order applies to furnish to him such weekly returns and statistics with respect to any of the particulars referred to in section 3-as the Press Registrar may, from time to time, require and the publisher of every newspaper shall comply with such direction. SECTION 06: PENALTIES he shall be punishable with fine which may extend to five hundred rupees. SECTION 07: COGNIZANCE OF OFFENCES No court shall take cognizance of any offence punishable under this Act except upon a complaint in writing by the Press Registrar appointed under the Press and Registration of Books Act, 1867, or by any officer authorised by him in writing in this behalf.
