Whereas it is expedient and necessary to replace the present statute relating to Panchayats to bring it in conformity with the purpose, substance and direction of the Constitution (Seventy third) Amendment Act, 1992 which came into force on 24th April, 1993, in general, and, in particular, to endow the Panchayats with functions and powers so as to enable them to function as vibrant institutions of local self-government with greater peoples' participation in managing their own affairs besides imparting certainty, continuity and democratic content and dignity aiming, among other things, at the realisation of economic and social justice. Inserted by Act 1 of 1997 w.e.f. 26.2.1997. Section 195 - Mode of making contracts (1) Every contract or agreement entered into on behalf of the Zilla Panchayat shall be binding on the Zilla Panchayat only if the said contract or agreement is executed in accordance with the provisions of this section. (2) The Chief Executive Officer shall execute contracts or agreements on behalf of the Zilla Panchayat in respect of matters which he is empowered to carry out under the provisions of this Act. He may execute such contract or agreement on behalf of the Zilla Panchayat upto such amount of value of contract or agreement as may be specified by the Government from time to time. In all other cases he shall execute a contract or agreement only with the sanction of the Zilla Panchayat.

Subject to the provisions of the Karnataka Traffic Control Act, 1960, a Zilla Panchayat may subject to such rules as may be prescribed and to the regulations framed by the Zilla Panchayat, notify that any road vested in it shall not be used by any vehicle of such form, construction, weight or size, or laden with such machinery or other unwieldy objects as may be deemed likely to cause injury to the roadway or to any construction thereon or risk or obstruction to other vehicles or to pedestrians except under the licence issued by the Chief Executive Officer and in accordance with the regulations framed from time to time as regards speed, time, fees, mode of traction or locomotion, use of appliances for protection of the roadway, number of lights and assistants and other general precautions.

.....BE it enacted by Parliament in the Forty-fourth Year of the Republic of India as follows:- SECTION 01: SHORT TITLE AND COMMENCEMENT (1) This Act may be called the Finance Act, 1993. (2) Save as otherwise provided in this Act. Section 2 to 42(except section 14) shall be deemed to have come into force on the 1st day of April. 1993.
