.....to any Officer or Authority and; (xiv) to exercise such other powers and to perform such other duties as may be prescribed by or under this Act. Section 17 - Meetings of the Executive Council (1) The Executive Council shall meet at least once in six months and not less than fifteen days notice shall be given for such meeting. (2) The Chairman of the Executive Council shall preside over a meeting of the Executive Council, and in his absence the members presents shall elect a person from amongst themselves to preside over the meeting. (3) One-third of the total members of the Executive Council shall form the quorum at any meeting thereof. (4) Each member of the Executive Council shall have one vote and if there shall be equality of votes on any question to be determined by the Executive Council, the Chairman of the Executive Council, or as the case may be, the member presiding over that meeting shall, in addition, have a casting vote.
