Orders to be placed before the Legislative Assembly.- Every order issued or made under this Act shall, as soon as possible, after it is issued or made, be placed on the Table of the Legislative Assembly, and if, before the expiry of the session in which it is so placed or the next session, the Assembly makes any modification in any such order or the Assembly decides that the order should not be issued or made, the order shall thereafter have effect only in such modified form or be of no effect, as the case may be, so, however, that any such modification or annulment shall be without prejudice to the validity of anything previously done under that order. .....Khaw Upa. 25. Power to make Rules. Subject to the approval of the Governor, the Executive Committee may make Rules for the carrying out of any of the provisions of this Act. 26. Removal of Doubt and Difficulty. If any doubt or difficulty arises in giving effect to the provision of this Act, the Executive Committee may, as occasion may require by order do anything not inconsistent with the provision of this Act or rules made there-under which appears to it necessary for the purpose of removing such doubt and difficulty. 27. Repeal and Saving. (1) The Pawi Autonomous District Council (Village Councils) Act. 1974, and the Lai Autonomous District (Village Councils) (Amendment) Act, 1993 are hereby repealed. (2) Notwithstanding such repeal, any action taken or proceeding made under any provisions of the Acts repealed therein shall be deemed to be the action taken or proceedings made by this Act.

In section 2 of the Prevention of Insults to National Honour Act, 1971 (69 of 1971) (hereinafter referred to as the principal Act),-- (a) for the words'' otherwise brings", the words'' otherwise shows disrespect to or brings" shall be substituted; (b) after Explanation 3, the following Explanation shall be inserted, namely:-- 'Explanation 4.--The disrespect to the Indian National Flag means and includes-- (a) a gross affront or indignity offered to the Indian National Flag; or (b) dipping the Indian National Flag in salute to any person or thing; or (c) flying the Indian National Flag at half-mast except on occasions on which the Indian National Flag is flown at half-mast on public buildings in accordance with the instructions issued by the Government; or (d) using the Indian National Flag as a drapery in any form whatsoever except in State funerals or armed forces or other para-military forces funerals; or (e) using the Indian National Flag as a portion of costume or uniform of any description or embroidering or printing it on cushions, handkerchiefs, napkins or any dress material; or (f) putting any kind of inscription upon the Indian National Flag; or (g).....

.....three annual good conduct remission; provided that nothing herein shall apply to a prisoner who- (i) is a habitual offender as defined in sub-section (3) of section 2 of Punjab Habitual Offenders (Control and Reform) Act, 1952; or (ii) has been convicted of dacoit or such other offence as the State Government may, by notification, specify. (2) The period of furlough for which a prisoner is eligible under sub-section (1) shall be three weeks during the first year of his release and two weeks during each successive year thereafter. (3) Subject to the provisions of clause (d) of sub-section (3) of section 8, the period of release referred to in sub-section (1) shall count towards the total period of the sentence undergone by a prisoner. Exclusion of certain days in computing period under sections 3 and 4. 5. For the purpose of calculating the period of temporary release of a prisoner under sections 3 and 4, the dates of departure from and arrival at the prison shall be excluded.
