.....1927 21st September, 1927 STATEMENT OF OBJECTS AND REASONS The general law relating to forests in British India is contained in the Indian Forest Act, 1878and its amending Acts. The present Bill brings the law together within the scope of one enactment. The Bill is a straightforward consolidating Bill but the original Act having been passed before the General Clauses Act of 1897 (10 of 1897), it has been possible to shorten the language of the Bill by taking advantage of that Act. The ambiguous language of the second paragraph of section 42 of Act 7 of 1878has been altered in clause 42(2) so as to bring it into conformity with what appears to have been the original intention of the law. The only other point which calls for further notice is the extent clause. The original Act extended to the Province of Assam, but by Regulation 7 of 1891the Indian Forest Act, 1878was repealed as far as it relates to Assam. The Bill accordingly omits Assam from the extent clause. The Bill to consolidate the law relating to forests and the transit of forest produce was passed and further assented by Governor-General of India on 21st September, 1927 and became a Central Act under the short title.....

Title: Of Reserved Forests

Lighthouse Act, 1927 Complete Act

.....certain changes which have become necessary by reason of the repeal and replacement of the Sea Customs Act, 1878 and the Indian Merchant Shipping Act, 1923 by the Customs Act, 1962 and the Merchant Shipping Act, 1958 respectively. Accordingly, the references in the Act to the Customs Collector under the Sea Customs Act, 1878 are proposed to be replaced by references to the proper officer as defined in the Customs Act, 1962. Likewise, it is proposed to provide that the various words and expressions used but not defined in the Act would have the same meanings as in the Merchant Shipping Act, 1958. Further, the provisions relating to ascertainment of tonnage contained in section 12of the Act are proposed to be suitably modified so as to bring them in conformity with the provisions of the Merchant Shipping Act, 1958 and the rules made there under. 6. It is also proposed to avail of the present opportunity to include the usual provision for laying of rules before each House of Parliament, in section 21of the Act relating to the power to make rules. 7. Indian Forest Act, 1927 Section 79

Title: Persons Bound to Assist Forest-officers and Police-officers

(2) Any person who, being bound so to do, without lawful excuse (the burden of proving which shall lie upon such person) fails- (a) to furnish without unnecessary delay to the nearest Forest-officer or Police-officer any information required by sub-section (1); (b) to take steps, as required by sub-section (1), to extinguish any forest fire in a reserved or protected forest; (c) to prevent, as required by sub-section (1), any fire in the vicinity of such forest from spreading to such forest; or (d) to assist any Forest-officer or Police officer demanding his aid in preventing the commission in such forest of any forest-offence, or, when there is reason to believe that any such offence has been committed in such forest, in discovering and arresting the offender, shall be punishable with imprisonment for a term which extend to one month, or with fine which may extend to two hundred rupees, or with both. ___________________ _ 1. Title: Penalties and Procedure

Indian Forest Act, 1927 Section 63

Title: Penalty for Counterfeiting or Defacing Marks on Trees and Timber and for Altering Boundary Marks

Whoever, with intent to cause damage or injury to the public or (o any person, or to cause wrongful gain as defined in the Indian Penal Code (a) knowingly counterfeits upon any timber or standing tree a mark used by Forest-officers to indicate that such timber or tree is the property of the Government or of some person, or that it may lawfully be cut or removed by some person; or (b) alters, defaces or obliterates any such mark placed on a tree or on timber by or under the authority of a Forest-officer; or (c) alters, moves, destroys or defaces any boundary-mark of any forest or wasteland to which the provisions of this Act are applied, shall be punishable with imprisonment for a term which may extend to two years, or with fine, or with both.

Title: Bar of Accrual of Forest-rights
