Title: Power of Chief Justice to Transfer Pending Suits and Proceedings to Subordinate Courts

The Chief Justice of the High Court of Delhi may transfer any suit or other proceedings which is or are pending in the High Court immediately before the commencement of this Act to such subordinate court in the National Capital Territory of Delhi as would have jurisdiction to entertain such suit or proceedings had such suit or proceedings been instituted or filed for the first time after such commencement.

In sub-section (2) of section 5 of the Delhi High Court Act, 1966, for the words "rupees five lakhs", the words "rupees twenty lakhs" shall be substituted.

Title: Amendment of Pubjab Act Vi of 1918, as in Force in National Capital Territory of Delhi

In the Punjab Courts Act, 1918, as in force in the National Capital Territory of Delhi,-- (i) in section 25, for the words "rupees five lakhs", the words "rupees twenty lakhs" shall be substituted; (ii) in clause (a) of sub-section (1) of section 39,-- (a) in sub-clause (iii), for the word "and" occurring at the end, the word "or" shall be substituted; (b) after sub-clause (iii), the following sub-clause shall be inserted, namely:- "(iv) where the decree or order is made after the commencement of the Delhi High Court (Amendment) Act, 2003 and the value of the original suit in which the decree or order is made does not exceed rupees three lakhs; and''.

Title: Substitution of New Section for Section 130

For section 130 of the Customs Act, the following section shall be substituted, namely:-- "130. Appeal to High Court.-- (1) An appeal shall lie to the High Court from every order passed in appeal by the Appellate Tribunal on or after the 1st day of July, 2003 (not being an order relating, among other things, to the determination of any question having a relation to the rate of duty of customs or to the value of goods for the purposes of assessment), if the High Court is satisfied that the case involves a substantial question of law. (2) The Commissioner of Customs or the other party aggrieved by any order passed by the Appellate Tribunal may file an appeal to the High Court and such appeal under this sub-section shall be-- (a) filed within one hundred and eighty days from the date on which the order appealed against is received by the Commissioner of Customs or the other party; (b) accompanied by a fee of two hundred rupees where such appeal is filed by the other party; (c) in the form of a memorandum of appeal precisely stating therein the substantial question of law involved. (3) Where the High Court is satisfied that a substantial question of law is involved in.....

.....PENSION LOK ADALAT SCHEME, 2003 PERMANENT AND CONTINUOUS PENSION LOK ADALAT SCHEME, 2003 In pursuance of the provisions of sub-section (1) of Section 19 of the Legal Services Authorities Act, 1987 (39 of 1987), the Maharashtra State Legal Services Authority with the Approval of the State Government, is hereby pleased to frame the following Scheme of Permanent and Continuous Pension Lok Adalat, namely :- Scheme 1 Short title (1) This Scheme may be called the Permanent and Continuous Pension Lok Adalat Scheme, 2003. (2) It shall come into from the date of publication of the Scheme in the Maharashtra Government Gazette. Scheme 2 Organisation Maharashtra State Legal Services Authority has decided to constitute Pension Lok Adalat/s and may request High Court Legal Services Comittee at Mumbai and Sub-Committees at Aurangabad or Nagpur to organise Permanent and Continuous Pension Lok Adalat as follows :- (a) The Pension Lok Adalat may be held every month on non working high Court Saturday or Sunday, as would be convenient. Title: Amendment of Section 130d

In section 130D of the Customs Act,-- (a) after sub-section (1), the following sub-section shall be inserted with effect from the 1st day of July, 2003, namely:- "(1A) Where the High Court delivers a judgment in an appeal filed before it under section 130, effect shall be given to the order passed on the appeal by the proper officer on the basis of a certified copy of the judgment."; (b) in sub-section (2), for the words "reference to the High Court or the Supreme Court", the words "reference to the High Court or an appeal to the High Court or the Supreme Court, as the case may be," shall be substituted.
