SECTION 11: POWER TO CALL FOR INFORMATION The Central Government may require a State Government or a local authority 5[or the agency] or an employer to furnish, for the purposes of this Act, such statistical and other information in such form and within such period as may be prescribed. SECTION 12: POWER TO MAKE RULES (1) The Central Government may, by notification in the official Gazette, and subject to the condition of previous publication, makes rules for carrying out the provisions of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such rules may be provided for- (a) the manner in which the Fund may be applied for the measures and facilities specified in subsection (1).....

.....1908, `India', means the territory of India excluding the State of Jammu and Kashmir. Under s. 2(e) of the Monopolies and Restrictive Trade Practices Act, 1969, `India' means for the purposes of this Act the territories to which this Act extends (i.e., whole of India except the State of Jammu and Kashmir).
