.....83 MISCELLANEOUS ARTICLES OF BASE METAL NOTES 1. For the purposes of this Chapter, parts of base metal are to be classified with their parent articles. However, articles of iron or steel of heading 7312, 7315, 7317, 7318 or 7320, or similar articles of other base metal (Chapters 74 to 76 and 78 to 81) are not to be taken as parts of articles of this Chapter. 2. For the purposes of heading 8302, the word "castors" means those having a diameter (including, where appropriate, tyres) not exceeding 75 mm, or those having a diameter (including, where appropriate, tyres) exceeding 75 mm provided that the width of the wheel or tyre fitted thereto is less than 30 mm. .....USERS & PEDESTRIANS (PUBLIC SAFETY & CONVENIENCE) ACT, 2007 THE SHIMLA ROAD USERS & PEDESTRIANS (PUBLIC SAFETY & CONVENIENCE) ACT, 2007 [Act No. 2 of 2008] [13th February, 2008] PREAMBLE An ACT to restore the sanctity of the Shimla Mall Road by preventing its use as a thoroughfare and to provide for regulation of vehicular traffic in the interest of public safety and convenience on the sealed and restricted roads of Shimla town to prevent annoyance and injury to pedestrians and to provide for matters connected therewith or incidental thereto. Be it enacted by the Legislative Assembly of Himachal Pradesh in the Fifty- eighth Year of the Republic of India as follows:-- Section 1 - Short title, extent and commencement (1) This Act may be called the Shimla Road Users and Pedestrians (Public Safety and Convenience) Act, 2007. (2) It extends to the Municipal limits of Shimla Town. (3) It shall come into force at once. .....and khadi industry. Basically , the scheme of the Acts appeared the same; nevertheless, there were divergent provisions in some matters in these Acts. There was no such corresponding Act in force in the Kutch area and the Act in force in the old Bombay State area did not provide for regulating the khadi industry. Moreover, in view of the impending bifurcation of the State, the Board functioning under the Bombay Act was again likely to be an inter-State Corporation and go out of the competent of the State Legislature. In the circumstances, it was considered necessary to take immediate action to consolidate the existing laws and replace them by a single law for developing and regulating village industries as well as the khadi industry and to take power to form regional Boards so that as from the day fixed for bifurcation, the new Boards established may continue to function in the two States with full swing, without further legislative action. Further, it was proposed to invest the new Boards which may be established with certain financial powers for the purpose of avoiding delay in the implementation of their programmes or schemes as approved by Government.
