Section 29 - Public Servant Every person empowered to perform any function under this Act shall be deemed to be a public servant within the meaning of section 21 of the Indian Penal Code (Central Act XLV of 1860). Section 30 - Central Relief Fund 1[(1)] In order to carry out the purposes of this Act, a fund called the Central Relief Fund shall be formed. This Fund shall consist of,- (i) subscriptions and donations; (ii) grants from the Government; (iii) the cess paid under sub-section (3) of section 31; (iv) grants from local bodies, and other private or public institutions; (v) fines recovered under this Act; and (vi) receipts from other sources. 2[(2)The Central Relief Fund shall be administered by a Committee consisting of the Secretary to Government, Social Welfare and Labour Department who shall be the Chairman and the Director of Social Welfare and a representative of the Finance Department nominated by the Government who shall be the members of the Committee. Section 40 - Rules (1) The Government may by notification make rules generally for the purpose of carrying into effect the provisions of this Act.
