SECTION 223: BOARD NOT LIABLE LOR FAILURE OF SUPPLY - Notwithstanding any obligation imposed on aa[Board] under this Act aa[Board] shall not be liable to any forfeiture, penalty or damages for failure to supply water or for curtailing the quantity thereof if the failure or curtailemnt, as the case may be, arises from accident or from drought or other unavoidable cause unless in the case of an agreement for the supply of water undersection 222, thea[Board] has made express provision for forfeiture, penalty or damages in the event of such failure or curtailment.
