section 86) and (section 87), a "superior military authority" means (a) in the case of punishments awarded by a commanding officer, any officer superior in command to such commanding officer; (b) in the case of punishments awarded by any other authority, the Central Government; [the Chief of the Army Staff] or other officer specified by [the Chief of the Army Staff).
