a) has not been passed in accordance with law; or (b) is in excess of, or is an abuse of, the powers conferred on the Board by or under this Act or by any other law; or (c) if implemented, is likely to-
(i) cause financial loss to the Board or to the concerned wakf or to the wakfs generally, or (ii) cause danger to human life, health or safety, or (iii) lead to a riot or breach of the peace, or (d) is not beneficial to the Board or in any wakf or to wakfs generally, he may, without implementing such order or resolution place the matter before the State Government along with a note pointing out the objections which he has to the order or resolution, as the case may be, and the orders of the State Government thereon shall be final and binding on the Board and the Wakf Commissioner.]
