SECTION 20: VACANCIES AMONGST MEMBERS OR DEFECT IN THE CONSTITUTION NOT TO INVALIDATE ACTS OR PROCEEDINGS OF THE BOARD - No act or proceeding of the Board shall be invalid by reason only of the existence of any vacancy amongst, its members or any defect in the constitution thereof.
