SECTION 19: PENALTY FOR EMBEZZLEMENT OF OPIUM BY CULTIVATOR Any cultivator entering into engagements for the cultivation of the poppy on account of 36 [the Central Government] who may embezzle or otherwise illegally dispose of, any part of the opium produced shall be liable to a penalty not exceeding ten times the fixed price of the opium which he may be proved to have so disposed of, or to a fine not exceeding five hundred rupees if the amount of the said penalty be less than that sum, and the opium, if found, shall be liable to confiscation.
