a) by a Juvenile Court if such Court has teen established for any local area in which such person or leper is being proceeded with under this Act, and (b) if a Juvenile Court has not been established for any such local area, then by a Court empowered under sec.8 of the Bombay Children Act, 1948, to exercise the powers of a Juvenile Court.
