a) protect and aid with his advice all emigrants;
(b) cause, so far as he can, all the provisions of this Act and of the rules made thereunder to be complied with;
(c) inspect, at the time of arrival, to such extent and in such manner as the 13 [Central Government] may prescribe, vessels or aircraft] bringing return emigrants to the port 14 [or airport] for which he is Protector:
