Council of ministers, is a body of ministers headed by the Prime Minister, Constitution of India, Art. 74(1).
Consists of Ministers belonging to categories of Cabinet Ministers, Ministers of State and Deputy Ministers. The total number of Ministers including the Prime Minister, in the Council of Ministers shall not exceed fifteen percent of the total number of member of the House of the People, Constitution of India, Art. 75-1A.
