This petition under Article 32 of the Constitution has been filed by Prahalad Singh claiming that he and other similarly placed Compositors working in the Government of India Presses all over India are entitled to the status and salary of Compositors, Grade I in the 'highly skilled' category with effect from January 1, 1966. The said relief is claimed on the sole ground that one T.R. Thakur has already been given Grade I in the 'highly skilled' category as a result of the judgment in his favour given by the Himachal Pradesh High Court. The writ petition (C.W. 61/69) filed by T.R. Thakur was allowed by the learned Single Judge of the High Court on May 21, 1971 and Letters Patent Appeal against the said judgment was dismissed on May 9, 1979. The High Court held that the categorisation as 'highly skilled' and 'skilled' on the basis of seniority alone was unreasonable and discriminatory. A sum of Rs. 12,163.50 p. was alleged to have been misappropriated by the appellant (now he was acquitted of the charge of misappropriation) and for the recovery thereof his 13.07 acres of coffee estate situated in Scmmanthaputhur village was brought to sale under the Tamil Nadu Revenue Recovery Act, 1894 (for short 'the Act')- On March 30, 1979 the sale by auction was held by the Tahsildar. The first respondent purchased for a sum of Rs. 12,225/- and deposited a sum of Rs. 2,000/- being 15 per cent of the sale price. Under Section 36 of the Act, the first respondent should have deposited the balance consideration within 30 days from the date of the auction. On October 23, 1981 the sale was confirmed and the balance amount was deposited on November 4,1981. Kishan Singh Vs. State of Punjab

Kuldip Singh and; K. Ramaswamy, JJ.1. Kishan Singh, Basant Singh and Prem Singh were tried for the murder of Jarnail Singh and Gurdev Singh. The prosecution primarily relied upon the testimony of three eye-witnesses namely Darshan Singh, Gurcharan Singh and Attar Singh. The crux of the prosecution allegations is that Kishan Singh and Basant Singh fired two gunshots hitting Jarnail Singh and Gurdev Singh killing them on the spot. On appreciation of evidence the trial court acquitted Basant Singh and Prem Singh, but convicted Kishan Singh under Section 302 IPC and sentenced him to life imprisonment. Kishan Singh filed appeal before the High Court against his conviction and the State of Punjab filed appeal against the acquittal of Basant Singh and Prem Singh. The High Court upheld the reasoning and findings of the trial court and dismissed both the appeals. In this appeal by grant of special leave the appellants, four in number, being sons Of late Shri Wadood Ali Khan, have challenged the legality, validity and propriety of redetermination of ceiling on lands of the said Wadood Ali Khan under the Uttar Pradesh Imposition of Ceiling on Land Holdings Act, 1960 (hereinafter referred to as the Ceiling Act). The relevant facts of the case of the appellants in this appeal are as follows :(a) The appellants are four sons and legal representatives of late Shri Wadood Ali Khan who had died on 20.8.1974.
