(a) shall give a brief description of the area, the industries, processes in the area about which such notification pertains and also specify that reasons for the imposition of prohibition or restrictions on the location of the industries and carrying on of processes or operations in that area. ..... under:-"(19) "enactment" shall include a regulation (as hereinafter defined) and any regulation of the bengal, madras or bombay code, and shall also include any provision contained in any act or in any such regulation as aforesaid. .....
