The Petitioners in this case have filed this application in the public interest complaining of a violation of Article 12(1) of the Constitution in the alienation of the lands referred to therein and the granting of permission for construction of buildings on such lands. The 1st Petitioner is a non- profit making company incorporated under the laws of Sri Lanka and according to the Memorandum of Association annexed marked P1B to the Petition, the objects include the monitoring of State Departments and Regulatory Agencies so as to ensure that the public interest in protecting the environment is fully considered in their administrative actions.
