Judgment:
(Prayer:Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing the 2nd Respondent to consider the Petitioner's representation, dated 11.04.2016 and pass sorders within a stipulated time, as prescribed by this Court.)
1. Heard both sides.
2. By consent, the main Writ Petition itself is taken up for final disposal.
3. No counter is filed on behalf of the Respondents.
4. According to the Petitioner, he had submitted a detailed representation on 09.05.2016, addressed to the Revenue Divisional Officer, Dindigul, seeking for cancellation of patta, if there is any patta in respect of Seelapadi Village Survey Nos.463/1 and 447/3. Furthermore, the Petitioner, on 11.04.2016, addressed a communication to the Second Respondent / Joint Sub Registrar, Dindigul, wherein, the Petitioner had sought for not to entertain the documents presented for registration of the scheduled mentioned property, especially, by means of affecting the property in question. The said representation of the Petitioner, dated 11.04.2016, addressed to the Second Respondent / Joint Sub Registrar, Dindigul, is pending, as on date, without any disposal or progress.

Considering the fact that the Petitioner's representation, dated 11.04.2016, is pending on the file of the Second Respondent / Joint Sub-Registrar 1, Sub-Registrar Office,Dindigul, this Court, simpliciter, in the interest of justice, directs the Second Respondent / Joint Sub Registrar, Dindigul, to look into the representation of the Petitioner, dated 11.04.2016, within a period of one week from the date of receipt of a copy of this order. Thereafter, the Second Respondent / Joint Sub Registrar, Dindigul, shall pass a reasoned speaking order, on merits (Of-course, after providing necessary opportunity to the Petitioner and others concerned, by following the principles of natural justice), within a period of six weeks, thereafter.

It is open to the Second Respondent / Joint Sub-Registrar 1, Sub-Registrar Office, Dindigul, to call for necessary records from the Petitioner or to seek any certified copy of records relevant to the decision being arrived at in regard to the representation of the Petitioner, dated 11.04.2016 and in this regard, the Second Respondent / Joint Sub-Registrar 1, Sub-Registrar Office, Dindigul, shall issue a Memo / Notice to the Petitioner, requiring him to submit the same within a time frame to be determined by him. Soon after receipt of necessary records / copy of the documents, the Second Respondent / Joint Sub-Registrar 1, Sub-Registrar Office, Dindigul, shall pass necessary orders, based on the representation of the Petitioner, dated 11.04.2016, within the time adumbrated by this Court, as stated supra. The Petitioner is directed to lend his assistance and co-operation to the Second Respondent, so as to enable him to do the needful, within the time determined by this Court.
7. With the aforesaid observations and directions, the Writ Petition stands disposed of. No costs.
