(Oral) (1) The petitioner is allottee of a commercial site in New Grain Market at Pillu Khera, District Jind.

The petitioner and some other allottees filed various writ petitions in this Court complaining that the respondent-authorities are levying interest on the monthly instalments without providing basic amenities due to which they were unable to raise construction and utilize their respective sites.

Reliance is placed upon the order dated 05.08.1993 (Annexure P4) passed by this Court in CWP No.4241 of 1992 which was also a case involving somewhat similar fact situation.

This Court had in the cited order directed (i) the respondents to grant two years time to raise construction; (ii) the allottees to deposit the due instalment amount without interest; and (iii) to clear the pending instalments within two months.
