Civil Writ Petition No.12307 of 2014 {1} IN THE HIGH COURT OF PUNJAB AND HARYANA AT CHANDIGARH Date of Decision: June 30, 2014 Dr.Sonu & others ...Petitioners Versus State of Haryana & others ...Respondents CORAM: HON'BLE MR.JUSTICE AUGUSTINE GEORGE MASIH Present: Mr.Dalbir Singh, Advocate, for the petitioneRs.***** AUGUSTINE GEORGE MASIH, J.(ORAL) PetitioneRs.who are working in various Government Colleges on the post of Assistant Professor (Extension Lecture).have approached this Court with a grievance that they are not being given the benefit of UGC guidelines/instructions dated 06.02.2010 (Annexure P-5A).according to which Guest/Part-time TeacheRs.who possessed the minimum qualification for the post of Assistant Professor, are mandated to be paid `1,000/- per lecture to a maximum of `25,000/- per month.
Apart from that, various other grievances have also been highlighted by the petitioners in the writ petition.
Assertion has been made by the counsel for the petitioners that the claim of the petitioners qua this aspect with regard to the grant of the benefit of UGC instructions dated 06.02.2010 is covered in their favour by the judgment passed by this Court in CWP No.2372 of 2011, Dr.Pushpa Devi and others Versus B.P.S.Mahila Vishwavidyalaya and otheRs.decided Kumar Ramesh 2014.07.01 11:18 I attest to the accuracy and integrity of this document High Court Chandigarh Civil Writ Petition No.12307 of 2014 {2} on 04.10.2013 (Annexure P-15).Petitioners have been submitting various representations to the respondents for the redressal of their grievances but no decision thereon has been given nor any benefit conferred upon them.
Counsel for the petitioners submits that liberty may be granted to the petitioners to file a detailed representation highlighting their grievances, which shall be addressed to the Director, Higher Education, Haryana-respondent No.2, which may be directed to be considered and decided by the said respondent within some specified time.
In view of the statement made by the counsel for the petitioners and without going into the merit of the case or commenting thereon, the present writ petition is disposed of with liberty to the petitioners to file a detailed representation to the Director, Higher Education, Haryana- respondent No.2 highlighting their grievances within a period of four weeks from today.
If such a representation is filed within the stipulated period, the same shall be considered and decided by said respondent No.2 within a period of eight weeks from the date of submission of such representation.
Decision so taken be conveyed to the petitioners forthwith.
ArreaRs.if any, in case of acceptance of the claim(s) be released to the petitioners within a further period of four weeks.
