Subhash Chander-petitioner has filed this petition against the State of Haryana, the Director General of Police, Haryana and the Station House Officer, Police Station City Dadri under Section 482 Cr.P.C.praying for issuance of necessary directions to respondents No.1 and 2 for handing over the investigation to some independent agency out of District Bhiwani for conducting fair and proper investigation of the case FIR No.155 dated 13.4.2013 registered at Police Station City Dadri, District Bhiwani for the offences under Sections 193, 211, 323, 342, 384, 511 and 120-B IPC and Section 25 of the Arms Act.
I have heard learned counsel for the petitioner and have gone through the record.

No.M-20067 of 2014 [2].the petitioner is an accused in this FIR.
As per the arguments, the petitioner's anticipatory bail application has already been dismissed even by this Court.
The petitioner has not surrendered so far before the Police.
When the petitioner, who is an accused in this case, has not surrendered before the Police, therefore, the question of conducting fair and proper investigation does not arise.
The petitioner himself is delaying the investigation of the case by avoiding his arrest.
This petition is also part of delaying tactics and to derail the investigation and rather to scuttle the investigation by not surrendering before the Police despite dismissal of his anticipatory bail application by this Court.
No cogent ground has been given as to how the investigation is not proper and what are the reasons for handing over the investigation to some independent agency.
Even if, it is taken that the accused wants to put his case before the Police or to bring some facts to the notice of the Police, even then he is to join the investigation and to put his version before the Investigating Officer.
From the perusal of the record, I do not find any ground for transferring the investigation to some independent agency.
Therefore, finding no merit in this petition, the same is dismissed.
