<><><> At the request made by the Court, the learned counsel Mr.V.K.Mathur and Ms.Nupur Bhati have visited the Gaushala Maidan today.
The Court Commissioners have also snapped a few pictures of the site on their instruments; and have shown the same to us.
What has been given out is that the task of cleaning and restoring Gaushala Maidan to the hygienic conditions has commenced only a couple of days back.
If is, of course, given out that today the work was being seriously attended at by the employees of the Municipal Corporation, Jodhpur.
The learned Court Commissioner Mr.V.K.Mathur also informs that during his survey and inspection, he has found that the lawns, though laid, are not being properly maintained; and even the gardeners appear not to have been given specific directions nor the superior authorities are regularly supervising the work.
It was submitted way back on 03.10.2013 by the learned counsel Mr.C.S.Kotwani appearing for the Municipal Corporation, Jodhpur that necessary and continuing steps had been taken to DBCWP (PIL) No.4321/2013 2 ensure that Gaushala Maidan and its surrounding were clean and in hygienic condition.
It is not appreciated that the Municipal Corporation, Jodhpur has taken that much of time to commence the requisite work.
Moreover, there appears to be several aspects of cleaning and maintenance of Gaushala Maidan, which are yet to be attended at by the concerned authorities.
So far the tasks related with cleaning of Gaushala Maidan and its surroundings are concerned, it is considered appropriate and hence, directed that the Municipal Corporation, Jodhpur shall be responsible for execution of all such tasks.
As at present, the Municipal Corporation should ensure total cleanliness of Gaushala Maidan and its surroundings within 5 days from today.
It shall also be required of the Municipal Corporation, Jodhpur to deploy the requisite staff and to ensure that cleaning of Gaushala Maidan is attended at twice daily and without fail.
The Chief Executive Officer of Municipal Corporation, Jodhpur shall file a specific affidavit of compliance by 16.11.2013.
Having regard to the requirements of maintaining Gaushala Maidan as a healthy place of sports and related activities for the benefit of public at large, it appears necessary and hence, is directed that on or before the next date of hearing in this case, the Collector, Jodhpur shall convene a meeting of all the concerned authorities including those of the Jodhpur Development Authority, Jodhpur and the Municipal Corporation, Jodhpur, as also, the District Education Officer, Jodhpur and the District Sports Officer; shall also look into the orders passed in this case, as also, the inspection reports with suggestions submitted by the Court CommissioneRs.and not only shall chalk out specific action plan for maintenance and development DBCWP (PIL) No.4321/2013 3 of Gaushala Maidan but shall ensure its proper execution without delay.
The Collector shall also put the Court Commissioners Mr.V.K.Mathur and Ms.Nupur Bhati to notice about the date, time and place of the meeting.
The Court Commissioners may attend such a meeting to extend their valuable suggestions List this matter on 23.11.2013.
