SECTION 20: CERTAIN ACTS NOT TO APPLY TO MEMBERS OF THE FORCE - Nothing contained inthe Payment of Wages Act, 1936-, orthe Industrial Diusputes Act, 1947-, orthe Factories Act, 1948-, or any corresponding law relating to investigation and settlement of industrial disputes in force in a State shall apply to members of the Force. SECTION 21: PROTECTION OF ACTS OF OFFICERS AND MEMBERS OF THE FORCE - (1) In any suit or proceeding against any51[x x x] member of the Force for any act done by him in the discharge of his duties, it shall be lawful for him to plead that such act was done by him under the orders of a competent authority. (2) Any such plea may be proved by the production of the order directing the act, and if it is so proved, the51[x x x] member of the Force shall thereupon be discharged from any liability in respect of the act so done by him, notwithstanding any defect in the jurisdiction of the authority which issued such order. .....PRIVATE LOTTERY TICKETS) ACT, 1993 THE SIKKIM LOTTERIES (PROHIBITION ON RUNNING OF & SALE OF SINGLE DIGIT & PRIVATE LOTTERY TICKETS) ACT, 1993 (ACT NO. 10 of 1993) AN ACT to prohibit running of or sale of single digit lottery and private lottery tickets in the State of Sikkim. Whereas it has come to the notice of the State Government that the business of single digit lottery tickets in the State has been having serious social and economic impact detrimental to the society in general; And whereas there has been a serious adverse effect on public order on account of the said lottery business; And whereas in view of the above it is deemed expedient to stop the business of single digit lottery as well as private lotteries in the State. Be it enacted by the Legislative Assembly of Sikkim in the Forty. fourth Year of the Republic of of India as follows : I. (I) This Act may be caned the Sikkim Lotteries (Prohibition on Running of and Sale of Single Digit and Private Lottery Tickets) Act, 1993. (1) The State Government may by notification constitute a single window clearance committee for the State called as the 'State Level Single Window Clearance Committee' consisting of such members as may be specified therein. (2) The State Level Single Window Clearance Committee shall examine and consider proposal received from the entrepreneurs relating to industrial and other projects to be set up in the State with an investment of more than three crores rupees and less than rupees fifty crores each. (3) A member of the Committee shall personally attend the meetings and in case he is unable to attend the meeting he may depute a senior level officer with a written authorisation to take appropriate decision in the meeting.

The District Level Single Window Clearance Committee shall examine and consider proposal received from entrepreneurs relating to industrial projects with the investment of upto rupees three crores each to be set up in the respective districts. (2) A member of the Committee shall attend the meetings personally and in case he is unable to attend the meeting he may depute a senior level officer with the written authorisation to take appropriate decision in the meeting.

Title: Vesting of Powers of Separate Officers in Single Officer

(1) A notification issued under section 4, sub-section (2), may direct that any powers or duties vested in separate officers may be consolidated and vested in, and discharged by, a single officer.
