.....or such other member or such officer of the Authority as may be generally or specially empowered in this behalf by the Authority and such contracts or class of contracts as may be specified in the regulations shall be sealed with the common seal of the Authority: Provided that no contract exceeding such value or amount as the Central Government may, from time to time, by order, fix in this behalf shall be made unless it has been previously approved by the Authority: Provided further that no contract for the acquisition or sale of immovable property or for the lease of any such property for a term exceeding thirty years and no other contract exceeding such value or amount as the Central Government may, from time to time, by order, fix in this behalf shall bemade unless it has been previously approved by the Central Government. (2), Subject to the provisions of sub-section (1), the form and manner in which any contract shall be made under this Act shall be such as may be prescribed by regulations. RULE 02: DEFINITIONS -In these Rules unless there is anything repugnant to the subject context: - (a) 'Act' means the Contempt of Courts Act, 1971 (Act 70 of 1971) ; (b) 'Code' means the Code of Criminal Procedure; (c) 'Form' means the form set out in the appendix to these rules ; (d) 'Member' means a Member, whether 'Judicial' or Administrative' and includes Vice Chairman and Chairman; (e) 'Registrar' means Registrar of the Central Adminsitrative Tribunal or its Benches where the contempt proceedings are taken and shall include Joint Registrar and Deputy Registrar, and the Section Officer authorised to discharge the functions of the Registrar; (f) 'Section' means a section of the Act; (g) 'Tribunal ' means the Central Administrative Tribunal constituted under the Administrative Tribunals Act, 1985 or the Bench thereof, where the proceedings are taken congnizance of; (h) Words and expressions not defined in these rules shall have the same meaning as defined in the Act. (3) Without prejudice to the generality of the powers conferred by sub-section (1) , a Prize Court shall take cognizance of and judicially proceed upon all manners of captures, seizures, prizes and reprisals of all ships, vessels, aircrafts and goods that are captured or seized, and shall hear and determine the same, and in accordance with this Act and rules made thereunder, shall adjudge and condemn all such ships, vessels, aircrafts and goods belonging to any country or State or the nationals, citizens or subjects thereof, as may be captured or seized as prize during a war or as a measure of reprisal during an armed conflict or in the exercise of the right of self-defence. (4) Notwithstanding anything contained in this section, the Prize Court may in respect of any matter for which no provision or insufficient provision is made, by or under this Act, apply the principles of the International Law regulating that matter.

(2) Whoever is found to be in the possession of any metal, which contains alloys in the same proportions in which they have been used in the manufacture of any small coin, shall be presumed, until the contrary is proved, to have contravened the provisions of sub-section (i). (3) Nothing contained in sub-section (1) or sub-section (2) shall apply to the mint. SECTION 04: PENALTY FOR CONTRAVENTION OF SECTION 2 - Whoever contravenes any provision of sub-section (1) of section 3 -without any reasonable excuse, the burden of proving of which shall lie on such person. shall be punishable with imprisonment for a term of not less than three months but not more than five years. SECTION 05: OFFENCES BY COMPANIES (1) Where an offence against this Act has been committed by a company, every person who, at the time the offence was committed, was in charge of, and was responsible to, the company for the conduct of its business, shall be deemed to be guilty of the offence shall be liable to be proceeded against and punished accordingly : Provided that nothing contained in this sub-section shall render any person liable to punishment, if he proves that the offence was committed.....
