Title: Register of Charges to Be Kept by Registrar

(1) The Registrar shall, in respect of every company, keep a register containing particulars of the charges registered under this Chapter in such form and in such manner as may be prescribed. (2) A register kept in pursuance of this section shall be open to inspection by any person on payment of such fees as may be prescribed for each inspection.

Title: Temporary Occupation of Waste or Arable Land Procedure when Difference as to Compensation Exists

(1) Whenever it appears to the appropriate Government that the temporary occupation and use of any waste or arable land are needed for any public purpose, the appropriate Government may direct the Collector to procure the occupation and use of the same for such terms as it shall think fit, not exceeding three years from the commencement of such occupation. (2) The Collector shall thereupon give notice in writing to the person interested in such land of the purpose for which the same is needed, and shall, for the occupation and use thereof for such term as aforesaid, and for the materials (if any) to be taken therefrom, pay to them such compensation, either in a gross sum of money, or by monthly or other periodical payments, as shall be agreed upon in writing between him and such persons respectively. (3) In case the Collector and the persons interested differ as to the sufficiency of the compensation or apportionment thereof, the Collector shall refer such difference to the decision of the Authority.

Title: Amendment of Section 209

In section 209 of the Income-tax Act, in sub-section (1), in clause (d), the following proviso shall be inserted, namely:-- "Provided that for computing liability for advance tax, income-tax calculated under clause (a) or clause (b) or clause (c) shall not, in each case, be reduced by the aforesaid amount of income-tax which would be deductible or collectible at source during the said financial year under any provision of this Act from any income, if the person responsible for deducting tax has paid or credited such income without deduction of tax or it has been received or debited by the person responsible for collecting tax without collection of such tax.".

Title: Amendment of Section 22

In section 22 of the Central Sales Tax Act,-- (a) for the word "pre-deposit", wherever it occurs, the word "deposit" shall be substituted; (b) after sub-section (1A), the following sub-section shall be inserted, namely:-- "(1B) The Authority may issue direction for refund of tax collected by a State which has been held by the Authority to be not due to that State, or alternatively, direct that State to transfer the refundable amount to the State to which central sales tax is due on the same transaction: Provided that the amount of tax directed to be refunded by a State shall not exceed the amount of central sales tax payable by the appellant on the same transaction.".

In section 11D of the Central Excise Act,-- (i) after sub-section (1), the following sub-section shall be inserted, namely:-- (1A) Every person, who has collected any amount in excess of the duty assessed or determined and paid on any excisable goods or has collected any amount as representing duty of excise on any excisable goods which are wholly exempt or are chargeable to nil rate of duty from any person in any manner, shall forthwith pay the amount so collected to the credit of the Central Government.; (ii) in sub-section (2), for the word, brackets and figure sub-section (1), the words, brackets, figures and letter sub-section (1) or sub-section (1A), as the case may be, shall be substituted; (iii) in sub-section (4),-- (a) for the words, brackets and figures sub-section (1) or sub-section (3), the words, brackets, figures and letter sub-section (1) or sub-section (1A) or sub-section (3), as the case may be, shall be substituted; (b) for the word, brackets and figure sub-section (1), the words, brackets, figures and letter sub-section (1) and sub-section (1A) shall be substituted.

In the Second Schedule to the Income-tax Act, with effect from the 1st day of April, 2008 -- (a) in rule 60, in sub-rule (i), in clause (a), for the words "fifteen per cent. per annum", the words "one and one-fourth per cent. for every month or part of a month" shall be substituted; (b) in rule 68A, in sub-rule (3), for the words "six per cent. per annum", the words "one-half per cent. for every month or part of a month" shall be substituted.

Title: Budget of Food Authority

(1) The Food Authority shall prepare, in such form and at such time in each financial year as may be prescribed by the Central Government, its budget for the next financial year, showing the estimated receipts and expenditure of the Food Authority and forward the same to the Central Government. (2) The Food Authority with the prior approval of the Central Government, shall adopt financial regulation which specifies in particular, the procedure for drawing up and implementing the Authority's budget.
