Title: Power to Make Rules in Respect of Matters in This Chapter

(1) The Central Government may, by notification, make rules to carry out the purposes of this Chapter. (2) In particular, and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:-- (a) the duties of a railway administration and the Commissioner in regard to the opening of a railway for the public carriage of passengers; (b) the arrangements to be made for and the formalities to be complied with before opening a railway for the public carriage of passengers; (c) for regulating the mode in which, and the speed at which rolling stock used on railways is to be moved or propelled; and (d) the cases in which and the extent to which the procedure provided in this Chapter may be dispensed with.

Any person who- (a) having in his possession, custody or control any property forming part of any undertaking of either of the Company, wrongfully withholds such property from the Central Government or the existing, or new, Government company; or (b) wrongfully obtains possession of or retains, any property forming part of any undertaking of the Company; or (c) wilfully withholds or fails to furnish to the Central Government or the existing or new, Government company or any person or body of persons specified by that Government or Government company, as the case may be, any document relating to such undertaking, which may be in his possession, custody or control; or (d) fails to deliver to the Central Government or the existing, or new, Government company, or to any person or body of persons specified by that Government or Government company, any assets, books of account, registers or other documents in his possession.custody or control, relating to the undertakings of the Company; or (e) wrongfully removes or destroys any property forming part of any undertaking of the Company; or shall be punishable with imprisonment for a term which may extend to two years, or with

.....between Hindus before the commencement of this Act, which is otherwise valid, shall not be deemed to be invalid or even to have been invalid by reason only of the fact that the parties thereto belonged to the same gotra or pravara or belonged to different religions, castes or sub-divisions of the same caste. (2) Nothing contained in this Act shall be deemed to affect any right recognised by custom or conferred by any special enactment to obtain the dissolution of a Hindu marriage, whether solemnized before or after the commencement of this Act. (3) Nothing contained in this Act shall affect any proceeding under any law for the time being in force for declaring any marriage to be null and void or for annulling or dissolving any marriage or for judicial separation pending at the commencement of this Act, and any such proceeding may be continued and determined as if this Act had not been passed. (4) Nothing contained in this Act shall be deemed to affect the provisions contained in the Special Marriage Act, 1954, (43 of 1954) with respect to marriages between Hindus solemnized under that Act, whether before or after the commencement of this Act.

Title: Continuance of Facilities at Institute

The Institute shall continue to provide facilities to the Governments of the States of Haryana and Punjab and the Central Government in relation to the Union territories of Chandigarh and Himachal Pradesh and the people of the States and territories aforesaid and such facilities shall not, in any respect, be less favourable lo such Governments and people than what were being provided lo them before the 1st day of November, 1966 and shall be made available for such period and upon such terms and conditions (including those relating to any contributions to be made for the provision of such facilities) as may be agreed upon between the Institute. Governments of the States of Haryana and Punjab and the Central Government before the1st day of April, 1967, or if no agreement is reached by the said date, as may be fixed by order of the Central Government.
