(1) Accounts of the income and expenditure of a Grama Panchayat shall be kept in accordance with such rules as may be prescribed. (2) Expenditure from the Grama Panchayat Fund shall, save as otherwise expressly provided for in this Act, be incurred subject to such sanctions, conditions and limitations as may be prescribed. (3) Grama Panchayat shall, within a period not exceeding three months after the close of the official year, pass the accounts of that year.

Title: Lapse of Sanction

Every sanction for the erection or re-erection of a building given or deemed to have been given as hereinbefore provided shall be available for two years from the date on which it is given, and, if the building so sanctioned is not begun by the person who has obtained the sanction or some one lawfully claiming under him within that period, it shall not thereafter be begun unless the Chief Executive Officer, on application made therefor has allowed an extension of that period.

Title: Sanction Accorded Under Misrepresentation

If at any time after the sanction of any building or work has been accorded, the Chairperson is satisfied that such sanction was accorded in consequence of any material misrepresentation or fraudulent statement contained in the notice given or information furnished under sections 238, 239 and 240, he may by order in writing cancel for reasons to be recorded such sanction and any building or work commenced, erected or done shall be deemed to have been commenced, erected or done without such sanction; Provided that before making any such order the Chairperson shall give reasonable opportunity to the person affected as to why such order should not be made.

(3) The Magistrate may, before summoning any witness on an application under subsection (2), require that the reasonable expenses incurred by the witness in attending for the purposes of the trial be deposited in Court.
