.....of a multi-State co-operative society except the .following, namely :- (a) an individual competent to contract under section 11 of the Indian Contract Act, 1872-; (b) any multi-State co-operative society or any-co-operative society; (c) the Central Government; (d) a State Government; (e) the National Co-operative Development Corporation established under the National Co- operative Development Corporation Act, 1962; (f) any other corporation owned or controlled by Government; (g) any Government company as defined in section 617 of the Companies Act, 1956-. (2) Such number of individuals possessing such qualifications as may be prescribed may be admitted as members of the National Co-operative Union of India Limited, New Delhi. (2) In order to secure proper and effective utilisation of the finances or resources or other assets of any educational institution in existence at the commencement of this Act it shall be competent for the Government to invoke the provisions of sub-section (1) and ascertain such finances, resources and assets of an institution and after such ascertainment to give such directions to the managements as they deem fit. (3) The provisions of the Code of Criminal Procedure 1973 (Central Act 2 of 1974) relating to searches and seizures shall apply, so far as may be, to searches and seizures under sub-section (1).

.....shall apply to-- (a) all co-operative societies, with objects not confined to one State which were incorporated before the commencement of this Act,-- (i) under the Co-operative Societies Act, 1912, 2 OF 1912 or (ii) under any other law relating to co-operative societies in force in any State or in pursuance of the Multi-unit Co-operative Societies Act, 1942, 6 of 1942 or the Multi-State Co-operative Societies Act, 1984, 51 of 1984, and the registration of which has not been cancelled before such commencement; and (b) all multi-State co-operative societies. 3. Accordingly, the Banking Service Commission Act, 1975 was enacted by Parliament to provide for the establishment of a Banking Service Commission. 2. Before the Commission established under the Banking Service Commission Act, 1975 could start functioning, the Act was repealed in 1978. Thereafter, Banking Service Recruitment Boards were established by way of an alternative machinery to effect recruitment of officers and clerks in the public sector banks. The working of the Recruitment Boards for over five years has shown deficiencies such as duplication of efforts and wastage of resources on the recruitment of officers from different regions. It was, therefore, considered necessary to make some modifications in the existing process for the recruitment of officers in the public sector banks so that there is economy in expenditure, speedier conduct of recruitment and judicious placement and improved quality of candidates. The undertaking started showing unfavourable operational results after 1970 and by June, 1977 the company had an accumulated loss of Rs. 8.9 crores as against the paid up capital of Rs. 3 crores. The management of the undertaking was taken under the Industries (Development and Regulation) Act, 1951, on the 13th April, 1978. The undertaking employs about 1,380 persons. 2. The National Rubber Manufacturers Limited, Calcutta, have two units. The unit at Tangra (Calcutta) produces cycle tyres, tubes and rubber goods like fan and V belts, transmission and conveyor belts, hoses, etc., and the other unit at Kalyani produces reclaimed rubber.
