Title : Qualifications for Membership of a Legislative Assembly

Observers. - (1) The Election Commission may nominate an Observer who shall be an officer of Government to watch the conduct of election or elections in a constituency or a group of constituencies and to perform such other functions as may be entrusted to him by the Election Commission. Title : Eligibility of Members of Scheduled Castes or Scheduled Tribes to Hold Seats Not Reserved for Those Castes or Tribes

Adjournment of poll or countermanding of election on the ground of booth caputring. - (1) If at any election,-- (a) booth capturing has taken place at a polling station or at a place fixed for the poll (hereafter in this section referred to as a place) in such a manner that the result of the poll at that polling station or place cannot be ascertained; or (b) booth capturing takes place in any place for counting of votes in such a manner that the result of the counting at that place cannot be ascertained, the returning officer shall forthwith report the matter to the Election Commission.
