SECTION 10: ANNUAL REPORT OF ACTIVITIES FINANCED UNDER THE ACT The Central Government shall, as soon as may be, after the end of each financial year, cause to be published in the official Gazette, a report giving an account of its activities financed under this Act during the previous financial year together with a statement of accounts. SECTION 11: POWER TO CALL FOR INFORMATION The Central Government may require a State Government or a local authority 5[or the agency] or an employer to furnish, for the purposes of this Act, such statistical and other information in such form and within such period as may be prescribed. SECTION 12: POWER TO MAKE RULES (1) The Central Government may, by notification in the official Gazette, and subject to the condition of previous publication, makes rules for carrying out the provisions of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such rules may be provided for- (a) the manner in which the Fund may be applied for the measures and facilities specified in subsection (1).....

In this Act, unless the context otherwise requires,-- (a) "Fund" means the Beedi Workers Welfare Fund formed under section 3; (b) a person is said to be engaged in an establishment if he is engaged in that establishment, directly or through any agency, whether for wages or not, for doing any work, skilled, unskilled, manual or clerical and includes-- (i) any person who is given raw materials by an employer or a contractor for being made into beedi at home, and (ii) any person not engaged by an employer or a contractor but working with the permission of, or under agreement with, the employer or contractor; (c) "prescribed" means prescribed by rules made under this Act; (d) Word and expressions used but not defined in this Act and defined in the Beedi and Cigar Workers (Conditions of Employment) Act, 1966 (32 of 1966), shall have the meanings respectively assigned to them in that Act in so far as they relate to a person engaged in beedi establishments.

.....employed at any time in the factory, work-shop, work place or premises, obtain the approval of the inspector of factories appointed under the Factories Act, 1948 (Central Act 63 of 1948), having jurisdiction over the area in the city where such factory, work-shop, work-place or premises is located as regards the plan of the factory, work-shop, work-place or premises with reference to,- (i) the adequacy of the provision for ventilation and light; (ii) the sufficiency of the height and dimensions of the rooms and doors; (iii) the suitability of the exits, to be used in case of fire; (iv) such other matters as may be prescribed by rules made by the Government, and (b) shall consult and have due regard to the opinion of the health officer as regards the suitability of the site of the factory, workshop, workplace or premises for the purpose specified in the application. (5) All chimneys in connection with any such factory, workshop, or workplace or any such machinery or manufacturing plant shall be of such height and dimensions as the Commissioner may determine. (6) More than nine workers shall not be simultaneously employed at any time in any factory, workshop,.....

Title: Decision of Disputes as to Whether Places Are Markets

If any question arises whether any place where persons assemble for the sale or purchase of articles of food or clothing, or live-stock or poultry, or cotton, groundnut or other industrial crops or of any other raw or manufactured products, is a market or not, the Commissioner shall make a reference to the Government and the decision of the Government on the question shall be final.
