GOVERNMENT OF INDIA ACT, 1915-191 Preamble2 An Act to consolidate enactments relating to the government of India. whereas it is the declared policy of Parliament to provide for the increasing association of Indians in every branch of Indian administration, and for the gradual development of self-governing institutions, with a view to the progressive realisation of responsible government in British India as an integral part of the empire: AND WHEREAS progress in giving effect to this policy can only be achieved by successive stages, and it is expedient that substantial steps in this direction should now be taken: AND WHEREAS the time and manner of each advance can be determined only by Parliament, upon whom responsibility lies for the welfare and advancement of the Indian peoples: AND WHEREAS the action of Parliament in such matters must be guided by the co-operation received from those on whom new opportunities of service will be conferred, and by the extent to which it is found that confidence con be reposed in their sense of responsibility: AND WHEREAS concurrently with the gradual development of self-governing institutions in the provinces of India it is.....

Title: The Court of Directors to Submit to the Board Rules for the Procedure of the Governor General in Council, Etc.

.....deem expedient for the procedure of the governor general in council in the discharge and exercise of all powers, functions, and duties imposed on or vested in him by virtue of this Act or to be imposed or vested in him by any other Act or Acts; which rules shall prescribe the modes of promulgation of any laws or regulations to be made by the said governor general in council and of the authentication of all acts and proceedings whatsoever of the governor general in council: and such rules when approved by the said board of commissioners shall be of the same force as if they had been inserted in this Act: Provided always that such rules shall be laid before both Houses of Parliament in the session next after the approval thereof. ____________________________ 1. The words "that all laws and regulations shall be made at some meeting of the council at which the said governor general and at least three of the ordinary members of council shall be assembled, and" were repealed by 53 & 54 Vict., c. 33 (S.L.R.). 13. Title: Nothing in This Act to Affect the Right of Parliament to Legislate for India, Etc.

Title: Disobedience of Orders & Breach of Trust by Officers or Servants or the Company in India, Misdemeanors

* * *1 every wilful disobeying, and every wilful omitting,forbearing, or neglecting to execute the orders or instructions of the said court ofdirectors by any governor general of India, governor, member of council, or commander in chief,or by any other of the officers or servants of the said company, unless in cases ofnecessity (the burthen of the proof of which necessity shall be on theperson so disobeying or omitting, forbearing or neglecting, to execute such orders orinstructions as aforesaid), and every wilful breach of the trust and duty ofany office or employment by any such governor general, governor, member of council, or commander in chief,or any of the officers or servants of the said company, shall be deemedand taken to be a misdemeanor at law, and shall or may be proceeded against andpunished as such by virtue of this Act. ___________________________ 1. The (Bengal) Alluvion & Diluvion Act, 1847 Complete Act

.....bears to the mufassal jama of the whole estate; but, if the mufassal jama of the whole estate or of the land lost cannot be ascertained to the satisfaction of the local Revenue authorities, then the said local Revenue authorities shall make a deduction from the sadar jama of the estate equal to so much of the whole sadar jama of the estate as bears to the whole in the same proportion as the land lost bears to the whole estate. And this deduction with the reasons thereof, shall be forthwith reported by the local Revenue-authorities for the information and orders of the Board of Revenue whose orders thereupon shall be final. Section 6 - Assessment of increments to revenue paying estates Whenever on inspection of any such new map it shall appear to the local Revenue authorities that land has been added to any estate paying revenue directly to Government, they shall without delay assess the same with a revenue payable to Government according to the rules in force for assessing alluvial increments, and shall report their proceedings forthwith to the Board of Revenue, whose orders thereupon shall be final.
