The Commission on Review of Administrative Laws was set up by the Central Government, inter alia, for review of administrative laws and for recommending follow-up steps thereafter for repeal and amendment of the laws. The said Commission has recommended the repeal of the Indian Power Alcohol Act, 1948 on the ground that it has become dysfunctional and has outlived its utility. Accordingly, it has been proposed to repeal-the said Act. 3. The Bill seeks to repeal the aforesaid Act. SECTION 01: SHORT TITLE This Act may be called the Indian Power Alcohol (Repeal) Act, 2000. In the case of a juvenile or the child, whose ordinary place of residence lies outside the jurisdiction of the competent authority before which he is brought, the competent authority may, if satisfied after due inquiry that it is expedient so to do, send the juvenile or the child back to a relative or other person who is fit and willing to receive him at his ordinary place of residence and exercise proper care and control over him, notwithstanding that such place of residence is outside the jurisdiction of the competent authority; and the competent authority exercising jurisdiction over the place to which the juvenile or the child is sent shall in respect of any matter arising subsequently have the same powers in relation to the juvenile or the child as if the original order had been passed by itself.

Title: Power of National Authority to Issue Directions

Notwithstanding anything contained in any other law but subject to the provisions of this Act, the National Authority may, in the exercise of its powers and performance of its functions under this Act, issue directions in writing to any person, officer or authority and such person, officer or authority shall be bound to comply with such directions. Explanation.--For the avoidance of doubts, it is hereby declared that the power to issue direction under this section includes the power to direct-- (a) the closure, prohibition or regulation of any company, firm or industry engaged in the development, production, processing, consumption or use of any Toxic Chemical or Precursor listed in any of the Schedules 1 to 3 in the Annex on Chemicals to the Convention or, the production of any Discrete Organic Chemical including Discrete Organic Chemicals containing elements of phosphorous, sulphur or fluorine; or (b) the stoppage or regulation of the supply of electricity or water or any other service to such company, firm or industry.
