Title: Constitution (Determination of Population) Order, 1950

.....for the interpretation of a Central Act. (2) In this Order,-- (a) "Census Commissioner" means the Census Commissioner appointed under sub-section (1) of section 4 of the Census Act, 1948 (XXXVII of 1948) (b) "paragraph" means a paragraph of this Order. 3. For the purposes of elections held under the provisions of the Constitution during a period of three years from its commencement,-- (a) the population of each State, (b) the population of Scheduled Caster in each Part A State, and in each Part B State other than Jammu and Kashmir, (c) the population of Scheduled Tribes in each Part A State other than Assam and in each Part B State other than Jammu and Kashmir, (d) the population of Scheduled Tribes in Assam excluding the tribal areas thereof, (e) the population of Scheduled Tribes in each autonomous district of Assam, and (f) the population of each autonomous district of Assam shall be determined in the manner hereinafter provided. 4. (1) As soon as may be after the commencement of this Order, the Census Commissioner shall prepare estimates of the population of every State as on the first day of March, 1950, in each of the following two ways, that is.....

The Assam Districtwise Population Pattern Reflection in Services (in Class Iii and Class Iv Posts) Act, 1994 Complete Act

.....the population pattern. Section 7 - Power to make rules The Government may, by notification in the Official Gazette, make rules for carrying out the purpose of this Act. Section 8 - Power to remove difficulty If any difficulty arises in giving effect to the provisions of this Act, the Government may by order published in the Official Gazette, make provision not inconsistent with the provisions of this Act as appears to be necessary for removing the difficulty. Section 9 - Power to review The Governor shall review the progress made in implementing the provisions of this Act in reflecting the population pattern in the services in Class III and Class IV posts from time to time at least once in every two years and taken appropriate measures accordingly. Section 10 - Repeal and Saving (1) The Assam Districtwise Population Pattern Reflection in Services (Class III and Class IV posts) Ordinance, 1994 is hereby repealed. (2) Notwithstanding such repeal, anything done or any action taken under the ordinance so repealed shall be deemed to have done or taken under the corresponding provisions of this Act. (1) After the said Orders have been so modified, the population as at the last census of the Scheduled Castes and of the Scheduled Tribes in Bihar and West Bengal shall be ascertained or estimated by the census authority in such manner as may be prescribed and shall be notified" by that authority in the Gazette of India. (2) The population figures so notified shall be taken to be the relevant population figures as ascertained at the last census and shall supersede any figures previously published.

Title: Special Provision Relating to Language Spoken by a Section of the Population of a State

On a demand being made in that behalf the President may, if he is satisfied that a substantial proportion of the population of a State desire the use of any language spoken by them to be recognised throughout that State or any part thereof for such purpose as he may specify.

The percentage coverage under the Targeted Public Distribution System in rural and urban areas for each State shall, subject to sub-section (2) of section 3, be determined by the Central Government and the total number of persons to be covered in such rural and urban areas of the State shall be calculated on the basis of the population estimates as per the census of which the relevant figures have been published.
