Title: Power to Prohibit Emigration Due to Outbreak of Epidemics, Civil Disturbances, Etc., in a Country

(1) Where the Central Government has reason to believe-- (a) that intending emigrants if allowed to emigrate to any country would be exposed to serious risk to life on arrival there by reason of-- (i) outbreak of any disease or grave pollution of environment in such country, or (ii) outbreak of hostilities or civil war or civil commotion or political disturbances; (b) that by reason of India not being in diplomatic relations with that country it is not possible to protect the emigrants from discrimination, maltreatment and exploitation, it may, by notification, prohibit emigration to that country. (2) A notification issued under sub-section (1) shall have effect for such period not exceeding six months as may be specified in the notification: Provided that if the Central Government has reason to believe that any ground mentioned in sub-section (1) continues to exist, it may, from time to time, by notification, prohibit emigration to that country for such further period, not exceeding six months on each occasion, as may be specified in the notification.

(1) In the event of a cantonment being visited or threatened by an outbreak of any infectious or contagious disease among the inhabitants thereof or of any epidemic disease among any animals therein, the Officer Commanding the Station, if he thinks that the provisions of this Act or of any law for the time being in force in the cantonment are insufficient for the purpose, may, with the previous sanction of the Central Government-- (a) take such special measures, and (b) by public notice, make such temporary regulations to be observed by the public or by any class or section of the public, as he thinks necessary to prevent the outbreak or the spread of the disease: Provided that where in the opinion of the Officer Commanding the Station, immediate measures are necessary, he may take action without such sanction as aforesaid and, if he does so, shall forthwith report such action to the Central Government. (2) Whoever commits a breach of any temporary regulation made under sub-section (1) shall be deemed to have committed an offence under section 188 of the Indian Penal Code.

Title: Special Measures to Prevent Outbreak of Epidemic Disease at Fair, Etc

.....officer of the Department of Public Health, prescribe such regulations to be observed by the residents of the said place and by persons present thereat or repairing thereto or returning therefrom, as he shall deem necessary to prevent the outbreak of such disease or the spread thereof. (2) It shall be lawful for the District Magistrate on the requisition of the Commissioner or Superintendent to assess and levy such reasonable fees on persons falling under the provisions of sub-section (1) as will provide for the expenses of the arrangements for sanitation and the preservation of order at and about the place of assemblage. (3) When the place of assemblage is within the limits of an area under the jurisdiction of a municipal body such sums as shall be necessary for the purpose aforesaid may be recovered from the municipal body.

Section 140 - Private latrines Subject to the provisions of the Employment of Manual Scavenger and Construction of Dry Latrine (Prohibition) Act, 1993, the Chief Executive Officer or any official of the Board authorised by him may, by notice in writing,-- (a) require the owner or other person having the control of any private latrine, or, urinal in the cantonment not to put the same to public use; or (b) where any plan for the construction of private latrines or urinals has been approved, and copies thereof may be obtained free of charge on application-- (i) require any person repairing or constructing any private latrine or urinal not to allow the same to be used until it has been inspected by an official of the Board authorised by the Chief Executive Officer, or under the direction of the Health Officer and approved by him as conforming with such plan; or (ii) require any person having control of any private latrine or urinal to re-build or alter the same in accordance with such plan; or .....
