ACT 32 OF 1978 (ii) The Indian Explosives Act, 1884 was enacted nearly a century ago when there were no indigenous manufacturers of high explosives in this country and only a few simpler types of explosives were manufactured. 2. After Independence many large and small companies began to manufacture high explosives. There was a general complaint from the industry that the Explosives Act, which was based on the old British pattern, was not adequate to meet the country's growing requirements and resulted in difficulties for the Industry. With a view to removing the short-comings in the Indian Explosives Act and to obviate the difficulties experienced by the Industry, the Government appointed in 1966 a Committee on Explosives to suggest ways and means for removal of the difficulties experienced in the working of the Act. This Committee submitted its report suggesting a number of amendments to the Indian Explosives Act. These recommendations have been accepted by the Government. THE EXPLOSIVES ACT, 18841 [Act, No. 4 of 1884]2 [26th February, 1884] PREAMBLE An Act to regulate the manufacture, possession, use, sale,3[transport, import and export] of explosives. Whereas it is expedient to regulate the manufacture, possession, use, sale,3[transport, import and export] of explosives; it is hereby enacted as follows:-- _______________________ 1. This Act has been declared, under section 3 (a) of the Scheduled Districts Act, 1874 (14 of 1874), to be in force in the Districts of Hazaribagh, Lohardaga (now called the Ranchi District-See Calcutta Gazette, 1899, Pt. I. pg. 44), Palamau and Nanbhum and in Pargana Dhalbhum and the Kolhan in the Ssingbhum District of the Chota Bagpur Division-See Gazette of India, 1896, Pt. I. pg. 972. It has been applied to the Sonthal Parganas under section 3 of the Sonthal Parganas Settlement Regulation, 1872 (3 of 1872), as amended by the Sonthal Parganas Laws Regulation, 1886 (3 of 1886), and by section 3 of Regulation 3 of 1899, and to Porahat Estate by Bihar Regulation 2 of 1946. It has been extended to Berar Laws Act. 1941 (4 of 1941), to Goa, Damen and Diu by Regulation 12 of 1962, section 3 and Schedule,.....

.....LOANS ACT, 1884 12 of 1884 24th July, 1884 STATEMENT OF OBJECTS AND REASONS "The object of this Bill is to repeal the Northern India Takkavi Act and re-enact it with certain amendments which appear to be desirable. First.- The existing law makes no provision for recovery as an arrear of land revenue of interest on loans made under it and of the costs (if any incurred by the Government in making the loans. Section 3 of Act X of 1879 only provides for the recovery in this way of the principal sum advanced. Section 5of the Bill supplies this omission by providing that interest and costs (if any) may be recovered as arrear of land-revenue in the same manner as the principal. Secondly.- Act X of 1879 extends to certain limited areas, namely the North Western Province and Oudh, the Punjab, the Central Provinces, Assam and Ajmer. At present there is no law in force in Bengal and Coorg under which advances of the nature of those with which the Act deals can be made. There are provisions relating to such advances in the laws in force in Bombay, Madras and British Burma; but the Local Government of Bombay and Madras are authorised to accept the extension of Northern India Act to.....
