Section 27 - Publication of draft scheme on on-farm development works (1) Notwithstanding anything contained to the contrary in this Act and subject to the rules that may be made by the State Government in this behalf, an officer designated by the State Government may, on his own motion or on the application of not less than fifty percent of the owners or occupiers of lands in the culturable command area, prepare a draft scheme to provide for on-farm development of a group or block of fields. (2) Every scheme prepared under sub-S (1) shall, among other matters, set out the cost of the on-farm development works, a sketch plan of area proposed to be covered by the scheme, and particulars of the owners or occupiers to be benefited by the said scheme. Section 2 - Interpretation clause In this Act, unless there be something repugnant in the subject or context- (1) Fish.- "Fish" includes shell-fish and turtles. (2) Fixed engine.- "Fixed engine" means any net, cage, trap or other contrivance for taking fish fixed in the soil or made stationary in any other way. (3) Private waters.- "Private waters" means water- (a) which are the exclusive property of and person; or (b) in which any person has an exclusive right of fishery. It is hereby enacted as follows: - Chapter - 1 PRELIMINARY 1. Short title, extent and commencement :- (1) This Act may be called the Indian Stamp Act, 1899. (Substituted by Act 43 of 1955, Section3, for the former sub-section w.e.f. 1-4-1956) (2) It extends to the whole of India except the State of Jammu and Kashmir: Provided that it shall not apply to (Substituted by the A.O.
