.....part in any deliberation or decision of the Board or the Committee with respect to that matter. SECTION 14: DEFECTS IN APPOINTMENT NOT TO INVALIDATE ACTS, ETC. No act or proceeding of the Board or of any of its Committees shall be invalid merely by reason of,- (a)any vacancy therein or any defect in the constitution thereof; (b)any disqualification or any defect in the appointment of, a person acting as a member thereof; or (c)any member having acted or taken part in any proceedings in contravention of section 13; (d)any irregularity in its procedure not affecting merits of the case. .....or other legal proceedings shall lie against any public servant for anything which is in good faith does or intended to be done under this Act. Section 23 - Power to make rules (1) The State Government may after previous publication, by notification, make rules for carrying out the purposes of this Act. Title: Power to Make Rules

.....of fish in any water; (h) the measures that may be taken to develop and conserve fisheries resources in any river; (i) regulate fish breeding or development of fish; (j) any other matter which is necessary to carry out the purposes of the Act or which is to be or may be prescribed under this Act. (3) Every rule made under this Act shall be laid, as soon as may be after it is made, before each House of the Legislature, which is in session, for a total period of thirty days which may be comprised in one session or in two or more successive sessions and if before the expiry of the session immediately following the session or the successive session aforesaid, both Houses agree in making any modification in the rule or both Houses agree that the rule should not be made, the rule shall thereafter have effect only in such modified form or be of no effect as the case may be; so however, that any such modification or annulment shall be without prejudice to the validity of anything previously done under that rule.
