The cost of investigation of any scheme undertaken by the Board either at the instance of the Government or a local authority shall be borne by the local authority concerned. In case where the investigation is undertaken for more than one local authority, the cost of such investigation shall be borne by the local authorities concerned in such proportion as may be determined by the Board. (1) The cost relating to the preparation and execution of any scheme by the Board including all incidental expenses connected therewith incurred by the Board shall be borne by the local authorities concerned on whose behalf such scheme was prepared and executed by the Board. In cases where the scheme was prepared and executed for more than one local authority, the cost of such scheme shall be borne by the local authorities concerned in such proportion as may be determined by the Board. (1) The Board may provide a water meter and attach the same to the service pipe in the premises connected with Board water works. (2) The cost of meters, the expenses of their installation, and the rent payable for use of meters, shall be such as may be prescribed by regulations, and shall be paid by the owner of the premises. (3) The use, maintenance and testing of meters shall be regulated by regulations made in this behalf. (4) Whenever water is supplied through a meter, it shall be presumed that the quantity indicated by the meter has been consumed until the contrary is proved. (1) Every such estimate, as sanctioned by the Board, shall be submitted to the Government who may at any time within three months after receipt of the same,- (a) approve the estimate, or (b) disallow the estimate or any portion thereof, and return the estimate to the Board for amendment. (2) If any estimate is so returned to the Board, it shall forthwith proceed to amend it and shall resubmit the estimate as amended to the Government who may then approve it.
