(1) Save as otherwise provided in sub-section (2), no person shall be liable to any proceedings, civil, or criminal, in any court in respect of the publication in a newspaper of a substantially true report of any proceedings of either House of the Mysore State Legislature, unless the publication is proved to have been made with malice. (1) For the purpose of giving effect to the alteration of the name of the State of Madras by section 3, the appropriate Government may, before the expiration of one year from the appointed day, by order, make such adapations and modifications of any law made before the appointed day, whether by way of repeal or amendment as may be necessary for expedient, and thereupon every such law shall have effect subject to the adaptations and modifications so made. (2) Nothing in sub-section (1) shall be deemed to prevent a competent Legislature or other competent authority from repealing or amending any law adapted or modified by the appropriate Government under the said sub-section. In this Act, "Judge" means not only every person who is officially designated as Judge, but also every person-- (a) who is empowered by law to give in any legal proceeding a definitive judgment, or a judgment which, if not appealed against, would be definitive, or a judgment which, if confirmed by some other authority, would be definitive; or (b) who is one of a body of persons which body of persons is empowered by law to give such a judgment as is referred to in Clause (a). (1) The Central Government or a State Government may, by notification in the Official Gazette, appoint persons in such number as it thinks fit and possessing such technical and other qualifications as may be prescribed to be Insecticide Inspectors for such areas as may be specified in the notification : Provided that any person who does not possess the required qualifications may be so appointed only for the purposes of clause (a) and clause (d) of sub-section (1) of Section 21 : Provided further that no person who has any financial interest in the manufacture, import or sale of any insecticide shall be so appointed. (2) Every Insecticide Inspector shall be deemed to be a public servant within the meaning of Section 21 of the Indian Penal Code, and shall be officially subordinate..... (1) In the case of an award of two or more of the punishments specified in clauses (a), (b), (c) and (d) of section 53, the punishments specified in clause (c) or clause (d) shall take effect only at the end of the punishment specified in clause (a) or clause (b).
